How do I add a spin wheel to OBS?

Open Embed, turn on Transparent background and copy the link. In OBS add a Browser source with that link at 560 × 600, then right-click the source and choose Interact to spin.

Turn on "Control audio via OBS" in the source to mix the tick sound into your stream.

The same link works in Streamlabs and other apps with a browser source.

The wheel doesn't read chat. Paste entrants' names before you go live or during the stream.
